  Panel blames city for girl's death in pool

An investigation into an accident at the city-run Oi pool in Fujimino, Saitama Prefecture, in which a 7-year-old girl died in July after being sucked into an intake pipe, has concluded the city was responsible for the accident by leaving the pool's management to a contractor.

The city's board of education submitted a report by the accident investigation committee to the city assembly on Tuesday.

According to the report, the panel concluded that sloppy management by the city and the contractor resulted in the accident.

In response to the report, Mayor Yukio Shimada said the city lacked crisis-management awareness and overlooked the contractor's poor management. However, the mayor only said he would like to wait for the conclusion of a police investigation before passing judgment on the city's own culpability in the accident.

Caterpillar Inc., the world's largest maker of earthmoving equipment, said Monday that it has created three new units to streamline manufacturing and development work, and announced that Vice President Jerry Palmer will retire.

Palmer, 61, who led the wheel loaders and excavators unit, will leave at the end of the year, the Peoria-based company said. His business, the mining and construction equipment unit, and the track-type tractors division will be restructured into three new areas.

Chief Executive Jim Owens reorganized the businesses to align products with common manufacturing and development processes. Owens has plants running at full capacity to meet demand for turbines used to power oil platforms and construction equipment sold in markets such as China.

Contractor stiffed Island homeowners for $1M, DA says

Staten Islanders looking to renovate their houses lost more than $1 million after hiring home improvement contractor Jim Cartrette, prosecutors estimated yesterday.

The Annadale resident, who spent two days on the run last week before turning himself in, allegedly defrauded nine families after establishing a business in his wife's name.

After missing a court appearance Thursday, Cartrette was charged yesterday in state Supreme Court with a dozen crimes, including seven counts of second-degree grand larceny. The most serious charges carry a penalty of up to 15 years in prison on conviction.

Cartrette was remanded to Rikers Island without bail.

Contractor's murder: Hunt for Thai suspects

KUALA TERENGGANU: Police are hunting for three Thai nationals believed to have murdered a building contractor at a flour mill at Gong Badak Industrial Centre here.

The Thais, aged between 30 and 40, were workers employed by Chan Kwai Choong, 48, whose decomposing body was found on Friday.

State CID Deputy Chief, Supt Khairi Ahrasa, said the three suspects disappeared several days ago.

"We found the victim's missing Proton Waja at Kampung Bukit near Pulau Kambing here at 11.50pm yesterday," he said.

He said the car had been taken to the Kuala Terengganu police headquarters to dust for fingerprints.

The body of Kwai was found by a factory worker at 10.30am rolled up in a mattress inside a restroom on the second floor of the two-storey warehouse. The contractor was reported missing three days ago.

NCR named prime contractor for defense work

The data warehousing division of NCR Corp., Teradata, has been named a U.S. Navy prime contractor on a data project, the company announced Wednesday.

Teradata will manage a project to support all aspects of a Department of Defense Logistics Data Center, according to the Naval Air Systems Command, or NAVAIR, which is responsible for implementing information technology for Naval logistics worldwide. As prime contractor, Teradata is the lead contact and integrator on the project and oversees all subcontractors.
